Prohibitions and restrictions on export of certain categories of goods from Russia extended

On 27 December 2023, the Government of the Russian Federation published resolution No. 2285Resolution of the Government of the Russian Federation No. 2285 “On making amendments to certain acts of the Government of the Russian Federation” dated 23 December 2023 making a number of amendments to the resolutions of the Government of the Russian Federation No. 311-313Resolution of the Government of the Russian Federation No. 311 dated 9 March 2022 “On measures to implement Decree of the President of the Russian Federation No. 100 dated 8 March 2022”, Resolution of the Government of the Russian Federation No. 312 dated 9 March 2022 “On introducing, on a temporary basis, a permission-based procedure for exporting certain types of goods out of the Russian Federation” and Resolution of the Government of the Russian Federation No. 313 dated 9 March 2022 “On measures to implement Decree of the President of the Russian Federation No. 100 dated 8 March 2022” (“Resolutions 311-313”) concerning the restrictive measures on the export from the Russian Federation of certain categories of goods and equipment.

Extension of restrictive measures

The restrictive measures on the export of certain categories of goods, outlined in the Resolutions 311-313, from the Russian Federation have been extended until 31 December 2025.

Restrictive measures eased

Certain categories of goods have been excluded from the prohibition. In particular, the prohibition on the export of certain internal combustion engines (HS codes 8407 90 500 0 and 8407 90 800 0), other parts suitable for use solely or principally for engines (HS code 8409 99 000 1), certain types of hydraulic and water wheel turbines, certain engines and propulsion systems (HS codes 8412 31 000 9 and 8412 21 800 6), etc., has been lifted.

In addition, the prohibition has been lifted for samples of medical devices previously imported into the Russian Federation for the purposes of state registration, provided that Roszdravnadzor confirms that the goods were imported for such purposes.
In addition, restrictions have been relaxed on the export of certain categories of goods by systemically important entities, their subsidiaries and organisations carrying out activities in the interests of systemically important organisations or their subsidiaries under commission agency agreements. Permission for the export of goods by such organisations will be issued by the Government of the Russian Federation on the basis of proposals made by the relevant ministries and departments.
