Denis Gavrilov has long-standing experience working on complex antitrust regulatory matters, as well as IP/unfair competition investigations and litigation. He represents clients before the Federal Antimonopoly Service of Russia (FAS Russia), the Eurasian Economic Commission (EEC) on abuse of dominance investigations, anticompetitive agreements and concerted actions and unfair competition.

Denis also successfully advises clients on obtaining regulatory approvals on some of the largest M&A transactions and foreign investments in Russia’s strategic enterprises, trade and compliance policies, as well as challenging decisions made by FAS Russia.

Denis actively participates in improving the antitrust legislation of the Russian Federation and the Eurasian Economic Union (EAEU). In particular, he helped develop regulations within the framework of the third, fourth and fifth antitrust packages, clarifications of the Presidium of FAS Russia on key issues of law enforcement, the antitrust section of the Treaty on the EAEU and regulations on the powers of the EEC for antitrust control.

A Third Class State Councillor of the Russian Federation, Denis was awarded with numerous certificates of honour from FAS Russia, “30th Anniversary of the Antimonopoly Authorities of Russia” and “For the Protection of Competition” medals, and has been recommended in the area of antitrust by Chambers, Global Competition Review and Pravo-300.

  • Representing an international steel company before FAS Russia and in arbitrazh (commercial) courts in connection with an investigation into accusations of metallurgical companies setting monopoly high prices for hot-rolled steel
  • Representing a Russian alcoholic beverages company before FAS Russia and in arbitrazh (commercial) courts during an investigation into alleged hub-and-spoke anticompetitive coordination by means of retail price fixing
  • Representing a Russian alcoholic beverages company before FAS Russia and in the Intellectual Property Court of Russia in a series of proceedings to protect the principal's key trademarks from unfair competition
  • Advising a Russian investment group on obtaining regulatory approvals from FAS Russia and the Government Commission under the Decrees of the President of Russia for the RUB151 billion acquisition of a Russian classified advertisements platform
  • Advising an agro-industrial holding on obtaining approvals from FAS Russia and the Government Commission under the Decrees of the President of Russia for the acquisition of the Russian business of an international fast food chain
  • Advising a Russian investment group on obtaining regulatory approvals from FAS Russia for the acquisition of two Russian telecommunication infrastructure companies
  • Advising a Russian investment group on obtaining approvals from FAS Russia and the Government Commission under the Decrees of the President of Russia on a series of transactions to acquire assets of companies in the field of financial leasing
  • Advising the Russian management of an international oilfield service company on obtaining approvals from FAS Russia, the Government Commission and the special consent of the President of Russia on a deal to transfer the Russian assets of the company (management buyout)

Denis is a co-author of three academic textbooks: “Competition Law of Russia,” published by HSE University and the Department of Competition Law of Kutafin Moscow State Law University, “Intellectual Property Law,” and “Anticompetitive Agreements and Unfair Competition,” the basic scientific and practical commentary on the Federal Law “On the Protection of Competition.” He is also the author of a monograph on “Legal Protection Against Unfair Competition in the Field of Intellectual Property” and numerous other publications on competition law and intellectual property protection in leading domestic and foreign publications.
